Anthropic complied, rather than build a system to check every user's nationality, it switched the model off worldwide. It stayed off for nineteen days, came back on 1 July with a security fix, and a chunk of the tech press treated it as the story of the summer.
What actually happened
A security team found that Fable 5 could be manipulated into reading a piece of software and rewriting its own security flaws — a narrow technical trick, reframed somewhere along the way as an "offensive cyber capability." That framing reached the White House, and the US Commerce Department issued an export-control directive. Anthropic disabled the model everywhere on 12 June. The directive was lifted on 30 June, and Fable 5 returned on 1 July with a new safety filter that blocks the original trick in over 99% of cases.
